OSD(PA&E) prepared two background papers for the conference. The first, Changes in Military Compensation, discusses trends in military pay and benefits throughout the All-Volunteer Force and raises issues for the future. The second, Changes in Force Composition, reviews changes in the demographics of the active duty force, and presents information about future demographic trends that will have an impact on the market for potential recruits.
